Institutional Cover Up

I'm am an adult survivor of child sexual abuse and suffered the usual intimidation, physical assaults, mental health threats to victimise and silence me as a child. I worked hard to overcome the damage and became a social worker. Whilst working I discovered a professional who has engaged in the abuse of clients, all of whom are survivors. I went to the organisation and was revictimised using the same methods. I've tried to expose this practice, but not having any success. Local authority engaged in institutional cover up of child abuse is Suffolk County Council Suffolk UK. There are 4032 victims of a particular man (who I cannot name here on this site without proof). It's not safe for victims of abuse to disclose to child protection in this organisation. Any suggestions of what I can do.
